Pakistan, Canada begin investment agreement talks in Ottawa

Pakistan and Canada have officially begun a new round of negotiations in Ottawa aimed at finalizing a bilateral investment agreement designed to strengthen economic cooperation and enhance investor confidence between the two countries.

The talks are focused on the proposed Foreign Investment Promotion and Protection Agreement (FIPPA), which seeks to establish a modern framework for investment protection, dispute resolution, and the promotion of cross-border business opportunities. The negotiations mark another important step in deepening economic ties between Islamabad and Ottawa.

The Pakistani delegation is being led by Board of Investment Additional Secretary Zulfiqar Ali and includes senior officials from various government institutions responsible for trade, investment, and economic affairs. Representatives from both countries are discussing key provisions of the agreement with the objective of creating a transparent and predictable investment environment.

Speaking at the opening session, Pakistan’s High Commissioner to Canada, Muhammad Saleem, emphasized that both countries are committed to developing an effective and high-quality investment framework. He highlighted Pakistan’s ongoing efforts to improve the business climate, strengthen investor protections, and establish transparent mechanisms for resolving commercial disputes.

Saleem noted that these initiatives are part of Pakistan’s broader economic reform agenda, which aims to attract foreign direct investment and facilitate sustainable economic growth. He expressed optimism that the negotiations would pave the way for increased investment flows and stronger commercial partnerships between the two nations.

On the Canadian side, Jean-Christian Brillant, Director General of the South Asia Bureau at Global Affairs Canada, welcomed the Pakistani delegation and expressed hope that the discussions would be constructive and productive. He underscored the importance of continued economic engagement and collaboration between Canada and Pakistan.

The current round of talks follows earlier negotiations held in Islamabad in October 2025. Officials from both sides are expected to continue discussions in the coming days as they work toward finalizing an agreement that could significantly enhance bilateral investment relations and create new opportunities for businesses and investors.
